What is the NPVIC
The National Popular Vote Interstate Compact(NPVIC) is an agreement among states to assign their electoral votes to the winner of the national popular vote. Interstate compacts are a common tool used by states to cooperate for the common good. Florida is already part of more than 35 interstate compacts.The US Constitution clearly awards the states plenary authority to select electors and assign electoral votes in the manner of their choosing. The NPVIC combines these two concepts to ensure that every vote, in every state, counts equally.
